Higher Education can be received in Universities and Institutions of high professional
education. This can be done in public or private way. These educational institutions offer
studies for Bachelor, Master and PhD. The students may choose full-time or part-time
studies.
Big changes were made in the network of high education institutions and some legal norms
were amended for the development of these institutions. The platform of the development of
high education system in Kosovo was drafted based on the objectives of the process of
Bologna. The standards o high education in Kosovo are based on the European standards.
Under the Ministry of Education, Science and Technology was established the High
Education Department (HED). The primary duties of the HED are planning and overseeing of the
development of high education system. HED also carries out the Recognition of documents
obtained from studies abroad (the Commission of MAST for the Recognition of Diplomas
obtained abroad) and verifies the documentation of our citizens willing to study abroad.
In order to assess the quality in the public and private institutions of high education
the MAST established the Kosovo Accreditation Agency (KAA) in accordance with the Law on
high education in Kosovo.
Through the process of accreditation this agency supports the development of quality and
guarantees the quality of educational and scientific work in these institutions.
University of Pristina (UP) is the only public university in Kosovo.
Today, the University of Pristina has 17 faculties.
The high pedagogical schools and the Faculty of Teaching were incorporated in the Education
Faculty. The University of Pristina is a full member of the Association of European
Universities.
From 14 July until 01 August the Summer University of Pristina is held at UP.
This University receives applications from national students and from students of
Southeastern Europe and of other parts of the world. All those interested should contact the
office of Summer University of Pristina for all questions they have about the new edition of
this university for next summer.
The supreme body of Students’ representation in UP is the Assembly of Students of
University of Pristina. In this Assembly participate 7 (seven) student organizations of the
University of Pristina. The members of the Assembly of Students are elected through Student
elections of UP held every 2 years. Under the Assembly of Students operates the Student
Magazine “Bote e Re” which reflects the life and problems of students in the UP.
For the registration of new students in the University of Pristina are required:
- Completed Application;
- Proof of 10-Euro fee for application (payment form can be found in your faculty and the
payment should be done in bank);
- Birth certificate;
- Transcription of grades of secondary school;
- Certificates of secondary school;
- Identification document
- One passport-format photo;
The University of Pristina provides accommodation of students in Student Centers in
Pristina for a monthly fee.The payment process for students in the University of Pristina is
regulated by an administrative direction of MAST every academic year. The funds accumulated
from payments of students will be used for scholarships and other benefits for students as
well as for the improvement of working conditions in the University. The students, who can
not afford financially their studies, should apply for assistance.
The students’ payments are done in any commercial bank in Kosovo on behalf of the
Consolidated Budget of Kosovo- Ministry of Education, Science and Technology- University of
Pristina. The candidates that are staff of the UP are exempted from administrative fees.

The organization of studies
In the institutions of high education is done in two semesters, winter and summer.
The students that successfully meet all conditions of grading by the respective faculties
will get the diploma for which they studied: Bachelor, Masters and PhD.
High Professional Education
The students of professional schools are entitled to university studies. There has been a
need for creating a linking bridge between professional education and university education.
For this reason the concept of class 13 was established, which offers the students of
professional schools two options: receiving professional graduation that opens the doors to
different faculties or receiving the III level of professional qualifications that offers
better chances for employment and opens doors to education for IV level, which enables the
qualification for the title Technician. The latter is planned to be developed in the next
two years in Kosovo. The law on professional education provides that Kosovo is in need for
developing the post-secondary education such as colleges of applicative science, which would
open the doors to the successful students of professional education for better development
of their professional career.
Private institutions of high education decide on their own about the
conditions for students’ admission, procedures and fees and the manner of their application.
The citizens that want to get registered into these high private institutions should consult
with the Kosovo Accreditation Agency to get more information about the accreditation of
these institutions.
