Adult Education
The participation in the adult education has become an important part of education in Kosovo. Adult education and training means all public and private learning and training offered for adults and/or for young persons over 15 years of age, who are eligible to attend the learning programs designed for adults. Adult education and training is an integral part of the educational system in Kosovo. Adult education and training can be offered in public and private institutions.
Public institutions
for adult education and training are established by the Ministry of Education, Science and Technology (MEST) in cooperation with other ministries. The institutions for adult education and training can be established as public institutions or can be organized in schools and organizations for adult education and training, which are registered and licensed in accordance with the law. The public institution for adult education and training can be established in accordance with the conditions provided by law.
Private institutions
for adult education and training are established by private legal persons and are licensed by the MEST.
Programs
for public adult education and training are drafted and adopted by the Ministry of Education, Science and Technology, in cooperation with other ministries. The providers of private education and training draft their programs, which are then approved by the MEST. Programs for adult education and training should be in accordance with the European contemporary standards.
Registration
– Adults are enrolled in respective annual education and training programs based on the public advertisement. The published advertisement should contain this information:
The conditions required for enrollment in accordance with this law, including certain educational programs and other standards set forth by the adult education institutions;
Number of vacant positions planned for enrollment;
Terms and conditions for providing education and training and its successful completion;
Payment rate for attendees.
The advertisement should be published at least one month before the school year begins. The duration of programs and adult education planning may be regulated differently from the regular school calendar of educational institutions.
Fees
– According to the law on primary and secondary education, the obligatory education is free of charge, whereas for the non-obligatory training fees are based on Administrative Directive of the MEST.
Annual work plan
–The educational work in the institutions for adult education and training is carried out through public and private educational programs according to the annual work plan. The annual work plan of the institutions for education and training is drafted in accordance with the requirements set forth in the Administrative Directive issued by the MEST. The educational institutions and organizations that organize certification courses must at least two times a year publish the dates of examinations from the curriculum they apply.
Assessment
– Having attended a certain educational program the adults take exams in order to obtain qualifications. The exams of compensatory educational programs or exams that require formal certification must be in accordance with the existing standardized requirements for regular students. The law provides that the education and training are certified by an official document according to adult educational programs or other programs. The equivalence and recognition of these documents with those of public educations are done through an administrative directive of the MEST.
Certificates and diplomas
are documents that certify the accomplishments of students in the adult educational programs. These documents are standardized and approved by the MEST.
