Habitation – is the crucial factor for a social stability, health and qualitative development of human wellbeing.
As the largest user of space the habitation has an impact on the overall development of society and it is very important component of socio-economic development and of life standard.
Habitation is a social right of citizens in most of the developed countries. The right to inhabit is more and more present in the global policies and in the fight for human rights, sanctioned even with international covenants.

The habitation plays the key role in creation of places where people want to live- places they want to invest in business and this way increase the chances for economic development.
The budgetary funds of the Government are limited and as a result, it is impossible to provide habitation for groups of people that cannot afford it with their financial means.
In addition, there are no financial sources with long-term loans and interests for meeting the needs for habitation.

Private banks are not involved in the habitation investments because of the lack of credible guarantees, or are involved but with high interest rates and short-term loans. Also, the system of loans for the maintenance or renovation of apartments is very limited and with high interest rates (11-12 %)
The planned projects will be mainly financed by BKK, and partially by donors or international cooperators, through developmental programs of the region.

The main indicators of the habitation and construction sector are:

  • Law on programs of social habitation,
  • Law on utilization, administration, and maintenance of parts and joint construction equipments
  • Law on incentive for construction of apartments with low costs
  • Law on treating constructions without permit
  • Amendment of the law on construction and administrative acts
  • Functional construction Inspectorate
  • Established technical rules
  • Professional exams, licenses, authorizations.
  • Temporary closed shelters
  • Drafted programs for social habitation at municipal level
  • Associations of owners for maintenance of constructed apartments
  • Municipal institutions for the sector of constructed habitation
  • Rise in the sector’s concepts.

The institutions responsible for regulating the sector of habitation and construction are: Residential and Construction Department under the Ministry of Environment and Spatial Planning (MESP), Construction Department under Ministry of Trade and Industry (MTI), at central level and Urban Directorate at municipal level.
