Municipalities

Municipalities are the fundamental territorial units of local self-government in the Republic of Kosovo. The organization and the competencies of local self-government units are regulated by law.
 
In the municipalities where at least ten percent (10%) of population belongs to communities, the post of the vice president of municipal assembly shall be reserved for one representative of these communities.The municipal assembly shall ratify the statute and amend it if such an action is considered necessary. The statute regulates the implementation of the responsibilities of the municipality as provided for by this Regulation. The decision for the ratification or amendment of the statute shall be taken by the majority of two thirds of the members present in the assembly, who cast their votes when such proposal is put forth.
 
The municipal assembly shall ratify the procedure regulations and shall amend them if such an action is considered necessary. The procedure regulations must ensure leadership and control, including the efficient financial control of the municipal administration. The decision for the ratification or amendment of procedural regulations is taken by more than half of the members present in the assembly, who cast their votes when the proposal is put forth.
The municipal assembly is responsible for the decisions related to:
  1. Budget approval
  2. Approval of other financial matters, which pursuant to the statute and procedure regulations fall under the municipality
  3. Compensations for selected members
  4. Annual Report
  5. Ratification, amendment and abolishment of local laws
  6. Establishment of committees required by this Regulation
  7. Election of the president and vice president of the municipality
  8. Appointment of chief executive
  9. Appointment of the board of directors
  10. Level of payments and prices
  11. Creation and usage of symbols, decorations, and titles of honor, pursuant to regulations of Central Government
  12. Naming and renaming of alleys, streets and other public places
  13. Making plans and settlements in accordance with the existing law.
 
Municipal assembly may authorize a municipal committee, president of municipality, or the chief executive to take decisions. The municipal assembly can revoke these authorizations in any time. The vested competency may be carried further within the authority given by this Regulation.The decision for naming or renaming any alley, street or other public place must be approved by at least two thirds of the members of the municipal assembly.

Through the web-page of their municipality, the citizens can be informed about all the works and activities of the Municipality and about the public services that the municipalities offer in their offices. Furthermore, the citizens can express their visions and suggestions about their city, where they live and work. These web-pages of the municipalities of the Republic of Kosovo are a linking bridge between the leadership of the Municipal Assembly and the citizen, and a new approach towards further advancement of the current and future projects.
